Do Blue Badge Holders Pay the Congestion Charge?

Blue Badge holders can get a 100% discount on the London Congestion Charge — but the discount is not automatic. You must register with Transport for London (TfL) and wait for your application to be approved before relying on it.

Once approved, the registered vehicle or vehicles can travel within the Congestion Charge zone during charging hours without paying the ordinary daily charge.

Does a Blue Badge exempt you from ULEZ?

No.

are separate London road-charging schemes.

A Blue Badge holder can obtain a 100% discount on the Congestion Charge and tunnel charges.

But:

a Blue Badge by itself does not provide a general ULEZ exemption.

• meets the ULEZ emissions standard, you do not pay ULEZ;

How much is ULEZ?

The standard ULEZ charge for a non-compliant vehicle is:

£12.50 per day.

ULEZ currently operates:

24 hours a day, every day except Christmas Day.

It covers all London boroughs.

This means a journey can potentially involve:

• Congestion Charge;
• ULEZ;
• and a Blackwall or Silvertown tunnel charge

depending on:

• where you drive;
• when you drive;
• which route you take;
• and whether your vehicle meets the relevant standards.

Your TfL Blue Badge discount only removes the charges covered by that discount.

What are the ULEZ disability grace periods?

You can register vehicles that you normally use when another person drives you.

Potentially, but:

the vehicle needs to be registered under your TfL Blue Badge discount for the relevant journey.

What happens when my Blue Badge expires?

The TfL Blue Badge discount is linked to your Blue Badge’s validity.

When the badge expires:

the associated discount also needs to be renewed.

TfL says it will notify you when your discount is due to expire.

Once your new badge has been issued, update your Blue Badge details through your TfL account.

If you renew the discount within:

90 days after the badge expiry date

TfL currently says you do not need to pay the £10 registration fee again.

What if my Blue Badge is lost, stolen or replaced?

If your badge details change, update your TfL account.

Do not assume a discount linked to an old badge automatically transfers indefinitely to a replacement badge.

Keep your TfL discount details aligned with your current valid Blue Badge.

What if TfL has not approved my application before I travel?

Pay the Congestion Charge.

TfL explicitly states that until it confirms your application has been successful:

you must pay for journeys within the Congestion Charge zone or through the charged tunnels.

Do not rely on:

• having submitted the application;
• having paid the £10 fee;
• having a valid Blue Badge;
• or expecting approval shortly.

Approval must actually be active.

What if I forget to register the vehicle?

If the vehicle is not covered by the discount for the day of travel:

the normal charge can apply.

TfL uses automatic number-plate recognition to enforce London road charges.

A Blue Badge visible in the windscreen does not tell the charging system that the vehicle is linked to your TfL discount.

This is why checking the registered number plate before travelling is so important.

Could I get a Penalty Charge Notice?

Yes.

If you drive in the Congestion Charge zone during charging hours and:

• the vehicle is not exempt;
• the Blue Badge discount is not active;
• the vehicle is not covered by the discount;
• and the charge is not paid by the deadline,

TfL can issue a Penalty Charge Notice.

The same principle applies to charged Blackwall and Silvertown tunnel crossings.

Do not rely on a pending discount application as a defence against payment.

What about electric vehicles?

Electric vehicles are no longer automatically exempt from the Congestion Charge.

The previous 100% Cleaner Vehicle Discount ended in December 2025.

From 2 January 2026, qualifying electric vehicles registered for Auto Pay receive:

• 25% discount for electric cars; and
• 50% discount for qualifying electric vans, HGVs and quadricycles.
